Continuing Healthcare – COVID 19 Briefing and Discussion Paper
Care England, the largest representative body for independent providers of adult social care, has briefed its members on the implications of COVID-19 on NHS Continuing Healthcare (CHC) and Commissioning for Quality and Innovation (CQUIN) funding arrangements, specifically within the context of NHS commissioned care from independent adult social care settings.
Professor Martin Green OBE, Chief Executive of Care England, says:
“Yesterday CHC assessments and reviews recommenced and we can no look back on CHC during COVID. This latest membership briefing acknowledges the stress the pandemic has placed on CHC funded care and asks for feedback on how Care England can support members around CHC funding issues.”
The membership briefing addresses a range of questions including:
- Are the extra costs for people funded by the NHS for CHC being recognised?
- Are Clinical Commissioning Groups (CCGs) proactively contacting or agreeing to fund the Covid-19 extra costs of current CHC funded residents themselves or via their respective Local Authorities?
- What are the processes for funding extra COVID 19 costs faced by providers for CHC funded residents?
- What are the CHC fees being offered by CCGs for 20/21?
- Who do members contact in each CCG who is responsible for CHC contract issues?

Martin Green continues:
“Providers, residents and relatives need clarity and this membership briefing, in conjunction with the range of information that Care England delivers, should help set the scene as we move into the autumn”.
